Cynthia and team, this proposal is the standalone plan for how ACBA can rebuild and grow the Lawyer Referral Service through search demand, practice-area pilots, city-specific pages, measured paid search, and grant-aware nonprofit traffic.
Research NoteKeyword volumes, top-of-page bid ranges, and organic rank checks were pulled from DataForSEO on June 28, 2026 using Alameda County, Oakland, Fremont, Dublin, and California location settings. Organic visibility was checked across the first 30 Google organic results for every keyword row shown. Ahrefs was used for third-party authority metrics where available. Planning math uses demand × 35% click share × 10% request conversion × 12 for request modeling, and CPC ÷ 6%-12% for paid-search CPL ranges.

The ACBA LRS page says the service has been trusted in Alameda County for 50+ years, is State Bar regulated/certified, charges a $40 administrative fee, offers up to two attorney referrals for most areas of law, and provides up to a 30-minute consultation.

Attorney-side panel value.

The attorney LRS page says LRS receives more than 18,000 calls and emails a year and has a particular need for tenant, modest-means family law, conservatorship, and language-capable panel attorneys.

Strategic read: ACBA's trust advantage is not “we are a law firm.” It is “tell us your issue; we route you to a prescreened, insured Alameda County attorney or a nonprofit clinic path when appropriate.” That can beat directories when the page matches the searcher's exact situation.

Keep purely commercial/high-CPC campaigns such as PI, DUI, and paid LRS expansion in a standard paid account unless counsel confirms the nonprofit/grant fit.

The strongest immediate LRS growth plan is to pair practice-area SEO with controlled paid-search pilots, starting with family/limited-scope and landlord-tenant. ACBA should use broad referral and affordability language as proof inside those practice pages, not as the only keyword strategy. Scaling should be tied to placement capacity, attorney panel growth, consultation bookings, and downstream revenue by practice area.
